gnu: Add cpufrequtils.

* gnu/packages/linux.scm (cpufrequtils): New variable.
* gnu/packages/patches/cpufrequtils-fix-aclocal.patch: New file.
* gnu-system.am (dist_patch_DATA): Add it.
