linux-initrd: Produce cpio archives with zeroed timestamps, etc.

* guix/cpio.scm (file->cpio-header*): New procedure.
* gnu/build/linux-initrd.scm (write-cpio-archive): Add #:file->header argument
  to 'cpio:write-cpio-archive'.
