gnu: Use 'glibc-utf8-locales-final' in the default patching inputs.

* gnu/packages/commencement.scm (glibc-utf8-locales-final): Make public.
* guix/packages.scm (%standard-patch-inputs): Use
  GLIBC-UTF8-LOCALES-FINAL instead of GLIBC-UTF8-LOCALES.
