gnu: perl-hash-merge: Change inputs to propagated-inputs. 

Clone::Choose is required at runtime, so this input needs to be
propagated. This change fixes the sqitch package.

* gnu/packages/perl.scm (perl-hash-merge)[inputs]: Change to
propagated-inputs.
