substitute: Use ~/.cache when invoked by an unprivileged user.

This is a followup to ea0c6e0507.

* guix/scripts/substitute.scm (%narinfo-cache-directory): Use
'cache-directory' when (getuid) returns non-zero.
(cache-narinfo!): Remove 'catch'.
