* gnu/packages/base.scm (glibc)[native-search-paths]: Add
  'lib/locale/VERSION' for 'GUIX_LOCPATH'.
  (glibc-locales, glibc-utf8-locales): Write to a VERSION
  sub-directory.
* guix/profiles.scm (ca-certificate-bundle): Adjust LOCPATH value
  accordingly.
