gnu: libevent: Skip tests that fail on 32bit. 

* gnu/packages/patches/libevent-2.1-skip-failing-test.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
* gnu/packages/libevent.scm (libevent)[source]: Use it.
