Fixes a bug whereby GuixSD would create the /nonexistent directory, from
user 'nobody', even though it has 'create-home-directory?' set to #f.

(activate-user-home)[ensure-user-home]: Skip when CREATE-HOME? is #f or
SYSTEM? is #t.
