[arguments]: Add "-DWITH_MGR_DASHBOARD_FRONTEND=OFF" and "-DWITH_SPDK=OFF" to #:configure-flags. Drop obsolete "-DWITH_EMBEDDED". Add workaround for <https://bugs.gnu.org/30756>.
