This allows us to supply gcc-9 as an optional argument to cross-gcc,
successfully constructing gcc-9-based cross-compilers.

Building GCC with plugin support requires a host that supports
-fPIC, -shared, -ldl and -rdynamic.

Fixes bug #24069. perl is made a native input to all of the gcc-* packages
