  (%base-groups): Introduce 'system-group' macro, and use it.

* guix/build/activation.scm (add-group): Add #:system? and honor it.
  (activate-users+groups): Handle the 'system?' field.
* gnu/system/file-systems.scm (%tty-gid): Choose an ID below 1000.
